On Tuesday March 10 2009 at 3:40 pm an off duty officer was in the area of Emery Street and Ridout Street when a stolen vehicle was observed with two males inside. London Police dispatch was contacted and additional officers were called into the area. The vehicle was followed to a parking lot at Emery Street and Phyllis Street where two males exited the vehicle. One of the suspects was arrested by the off duty officer and the other suspect was arrested shortly thereafter by arriving officers. The vehicle was reported stolen a few hours prior from a parking lot in the north end of the City.

Thomas McGugan, 44 years of London and Jason Mitchell, 27 years of London are both charged with possession of stolen property and possession of break in instruments.

Thomas McGugan is additionally charged with two counts of possession of a prohibited weapon (two flick knives).

Jason Mitchell is additionally charged with disqualified operation of a motor vehicle.
