By-law Takes Effect

London City Council recently adopted a Residential Rental Units By-law to address substandard housing conditions in rental units and to protect the amenity, character and stability of residential areas.
Effective March 1, 2010, the by-law applies to property owners of rental buildings or converted dwellings containing four or less rental units. Rental units in apartments and townhouse buildings are exempt.
The by-law requires owners of properties being used as rental housing to apply for a licence at an annual licence fee of $25 per rental property, regardless of the number of units. As part of the licensing process, owners must also complete a checklist certifying compliance with the current City of London Property Standards By-law for each tenant unit located at the rental property as well as proof of a recently completed and passed fire inspection.
“Our goal is to ensure safe, healthy and liveable properties for all residents,” says George Kotsifas, Chief Building Official for the City of London. “By doing this, we are also improving the appearance and value of our neighbourhoods.”
“During the launch phase of this program, the City’s focus will be on information sharing and education,” says Orest Karolyk, Manager of By-law Enforcement. “The self-certification checklist inspection process is designed to assist landlords in understanding and complying with property standards.”
